Agency of Human Services (AHS) - The Agency of Human Services (AHS) was created by the Vermont Legislature in 1969 to serve as the umbrella organization for all human service activities within state government. The Agency is led by the Secretary, who is appointed by the Governor, and the Deputy Secretary who is appointed by the Secretary with the Governor’s approval.  AHS has the widest reach in state government and a critical mission: to improve the conditions and well-being of Vermonters and protect those who cannot protect themselves.  For a list of all of the departments and divisions in the AHS, click here.

Department of Disabilities, Aging, and Independent Living (DAIL) - The Department of Disabilities, Aging, and Independent Living (DAIL) is part of the Agency of Human Services and provides a variety of services to Vermonters who are over the age of 60 or who have a disability.  There are five divisions in the department:  Adult Services Division (ASD); Developmental Disabilities Services Division (DDSD); Division for the Blind and Visually Impaired (DBVI); Division of Licensing and Protection (DLP); and the Division of Vocational Rehabilitation (DVR).

Adult Services Division (ASD) - The Adult Services Division (ASD) is responsible for the management and oversight of a full array of long-term services and supports for older Vermonters and adults with physical disabilities. ASD works in partnership with community organizations in each region of the state who provide direct services to people within their area.

Division for the Blind and Visually Impaired (DBVI) - The Division for the Blind and Visually Impaired (DBVI) is the designated state unit to provide vocational rehabilitation and independent living services to eligible Vermonters who are blind and visually impaired.

Division of Licensing and Protection (DLP) - The Adult Protective Services (APS) investigates allegations of the abuse, neglect, and exploitation of vulnerable adults.   Survey and Certification (S&C) licenses and certifies a range of health care facilities and providers, and they surveys these facilities to ensure compliance with state and federal regulations governing the quality of care and quality of life of residents, patients and clients.

Division of Vocational Rehabilitation (VR) - Vocrehab offers free, flexible services to any Vermonter or employer dealing with a disability that affect employment. We partner with human service providers and employers across Vermont to help people with disabilities realize their full potential.  The Vermont Assistive Technology Program (ATP) increases awareness and knowledge of assistive technology; works to change policies and practices to ensure assistive technology is available through all services to Vermonters with disabilities; and assists individuals with disabilities to receive the assistive technology they need and want.

Department of Children and Families (DCF) - The Department of Children and Family Services (DCF) oversees the benefit programs that help individuals and families with basic needs.   The benefits programs include 3 squares VT (formerly known as food stamps), fuel assistance, energy assistance, housing assistance, child care subsidies, and more.

Department of Mental Health (DMH) - The Department of Mental Health (DMH) resides under the Agency of Human Services and has the same critical mission in mind: to improve the conditions and well-being of Vermonters and protect those who cannot protect themselves.  DMH supports individuals and families and focuses on self-determination, empowerment, recovery and resiliency.

Department of Vermont Health Access (DVHA) - The Department of Vermont Health Access (DVHA) is responsible for the management of Vermont's publicly funded health insurance programs.

Public Transit, Agency of Transportation - Public Transit works to meet the basic mobility needs for all Vermonters and especially transit-dependent persons, provide access to employment, mitigate congestion, and advance the State’s economic development objectives – all in a safe, reliable, cost-effective, and environmentally responsible manner.
