Act 264 - State Interagency Team (SIT)
In the passing of Act 264: A Law on Behalf of Children and Adolescents Experiencing Severe Emotional Disturbance and Their Families, a State Interagency Team (SIT) was created to function as a backup to the Local Interagency Teams. The core of the group consists of the Agency of Human Services’ Department of Mental Health and the Department for Children and Families; the Department of Education; and a parent of a child or adolescent experiencing a severe emotional disturbance.
Human Rights Committee
The purpose of the Human Rights Committee is to safeguard the human rights of people receiving developmental disability services in Vermont. The Committee provides an independent review of restraint procedures proposed or occurring within the supports provided by the developmental disabilities services system. This includes review of policies, procedures, trends and patterns, individual situations and individual behavioral support plans that authorize the use of restraint procedures.
Public Safety Funding Committee
The Public Safety Funding Committee assists in the management of Public Safety Funding allocated by the Legislature to specifically address public safety issues posed by adults with developmental disabilities. All funding for public safety needs that meet the criteria outlined in the State System of Care Plan for Developmental Disabilities Services public funding criteria shall come from the public safety fund.
Equity Funding Committee
The Equity Funding Committee assists in the management of New Caseload Funding that was allocated by the Legislature as well as Returned Caseload Funding, to meet the needs for individuals whose circumstances are described in the State System of Care Plan funding priorities (with the exception of the Public Safety funding priority which is managed through the
DS State Program Standing Committee
The State Program Standing Committee advises the Developmental Disabilities Services Division (DDSD) on the performance of the developmental disabilities services system; evaluation of quality and responsiveness of services; development of the State System of Care Plan; department policy; and complaints, grievances and appeals.
